What we don't realize is this is all part of the plan to take over the world and kill Ruby. Cinder is putting her into a false sense of security by having really hot lesbian sex. Meanwhile she's aiming a bow with her feet. It's going to hit Pyrrha. Not because she was aiming at her, she was aiming at Jaune. Pyrrha just attracts arrows.

Distracted Ruby long enough to launch in arrow into his face, filling Ruby with despair and somehow leading to world domination. She hasn't thought that far ahead after the killing Jaune bit. Only problem is she keeps missing Jaune and hitting Pyrrha. Even when Pyrrha's not even in the same place her arrow hits Pyrrha anyway! It's not fair!

Those kind of things don't have explication. Cinder, Pyrrha and an arrow can't live together in the same world. Perhaps if Cinder really try to aim Pyrrha the arrow could miss (or totally hit her). We'll never know... never know...
