Why wasn't Quigon on the jedi council? Obi-Wan says he would be if he followed the code. How doesn't he?

Could it be possible that vibro blades and swords are a common weapon during the High Republic. It, to me, would explain why the Jedi would use physical cross guards on their lightsaber builds
