I think it's more so that PvP is the most polished game. It has the funnest animations, that are also fluid and well done. On top of decent controls, a premise that is easily accomplished, quickly shown and completed (two women fighting, one ends up on her back, that's the end). The other games just lack that appeal as well, they don't feel near as whole. I may be a little biased with the concept, as I prefer it over the other two. Regardless, it feels as though more work has been put into PvP and it shows.

Well as far as mechanics are concerned, PvP is simple when compared to the other two games, hence it's much easier to give it a polished look and feel. Also as you said, it has the most solid concept, actually making it easier to come up with ideas for the game. There is also the fact that PvP has the most sex appeal of the three games.
