If one of them is not selected, then who should be chosen as the third?

This is a revote for just two characters. After this poll ends, all the votes will be made public. As you can see from the previous poll, Pan Yinhu[NSFW3] and Lucan[NSFW1] were selected by the vote.

In the previous poll, Pan Yinhu got 25 votes and Lucan got 23 votes. However, both Jinbe and Bradley actually received 24 votes (which is higher than Lucan's 23).

Oh man!! I was supposed to choose whether to make them NSFW1 or NSFW2, but I got confused!! Pan Yinhu is NSFW3, and the remaining NSFW1 and NSFW2 will be ordered based on this poll!
