A dragon picks there rider not the rider. Hence why viserys targaryen says “we don’t control the dragon, it an illusion” a dragon decides if they vibe with the rider or not

It's probably not only how much Targaryen blood you have that determines if you can claim a dragon. It seems like the Targaryens themselves don't know for sure what the requirements are. And just because you can claim one dragon it does not mean you can claim any dragon. The conversation between Rhaenyra and Baela implies that Daemon tried to claim Meleys, his own mothers dragon who she even had flown with Daemon when he was a baby, and failed. But he could claim Caraxes, who was Rhaenys fathers dragon before, so also not a hatchling. In the book it is also said that the fact that all three of Rhaenyras dark-haired sons' eggs hatched is used as a proof/sign of their legitimacy, because dragons would not hatch for "bastards". In the show it's confirmed that Harwin is the father so we know that it doesn't matter. I gathered that what R and Jace are discussing here are not really Targaryen bastards but descendants of Targaryen daughters married into other houses. So still legitimate but, as R said, with "thin" blood and other names. But there might also be bastards who has pretty much half Targaryen blood just like Harwins sons. So I guess we'll have to wait and see which, if any, are able to claim dragons. 👀
