One thing I considered is Viktor was seen at the scene of Gale's murder, there may have been other reasons like sending a message too but I feel a careful man like Gus wouldn't leave himself exposed like that. This season is fire!

That was how I interpreted it as well. Victor was spotted at the scene of the crime, so Gus felt it was too risky for Victor to continue working for him.
