So to my understanding the reason why Belles kiss worked for Rumple was because he was unhappy and unsatisfied with himself and his powers at the time. But he was still too afraid to let them go thats why he pulled away from belle. Emma is starting to embrace and enjoy her powers and the darkness unlike how rumple was feeling when he kissed belle that time. So thats why Emmas kiss with Killian didn't work because she was enjoying the darkness to much weather she wanted to or not.
