The actor that played the cop (that Vinceres killed), I believe was the actor that played Joyce's doctor/surgeon on Buffy season 5. Maybe thats why he looked familiar to you as well.

I was hoping you’d make the connection about how they emphasized that demons can not handle human emotion. While Cole, the second he started feeling something with phoebe he ran by saying he’s going out of town.. it’s nice how they tied phoebe and Cole subplot to the main arc.
