On rewatching, I think I lean on the idea that Lamplighter wasn't just giving up. Since he was familiar with the area Starlight was being held, he would also know that she'd be able to escape after he went out how he did. One heroic deed in his eyes, while also getting what he wanted Mallory to do but she wouldn't. Deep pivoting his opinion on Eagle that quickly is one of the funniest moments of the show to me. It says a lot about just how confident Homelander is that he's all-powerful that he did not look remotely concerned that his head was going to be popped. On Noir being stronger than Starlight, I think that all supes in Boys universe have a default level of super strength, and if their powers are strength specific like Noir and Homelander then they're even stronger. Starlight's powers aren't physical strength centered so she has the baseline supe strength but she's not gonna win a fist fight against Noir.
