Hibana(Formerly Bakuda) - Updated PRT Threat Assessment (Post-Second Trigger)

Subject Information

  • Codename: Hibana

  • Real Name: Keiko Ayase

  • Status: Second Trigger Event Confirmed

  • Current Threat Level: Tier 8

Updated PRT Classification

Primary Ratings

Tinker 7 (upgraded from 6)

  • Bomb specialisation remains primary focus

  • Enhanced understanding and precision following second trigger

  • Exponential increase in potential damage output due to improved sensor integration

Shaker 6 (NEW)

  • Five-block radius sensory field for all objects that can be conceptually classified as a “BOMB”

  • Can remotely trigger or prevent the detonation of ANY “BOMB” within range

  • Area denial capabilities through existing urban explosive infrastructure

  • Effectively transforms any urban environment into a potential weapon

Secondary Ratings

Thinker 5 (NEW)

  • Enhanced explosive device detection and analysis

  • Can identify bomb type, effects, range, and trigger mechanisms at distance

  • Tactical awareness of all explosive threats in operational area

Master 3 (NEW - Conditional)

  • Indirect control over “BOMBS” created by others

  • Can commandeer hostile explosive ordnance

  • Potential to turn enemy equipment against them

Threat Assessment

Immediate Concerns

Urban Warfare Specialist: Any city environment becomes exponentially more dangerous

Force Multiplier: Can weaponise existing infrastructure and ordnance

Area Denial: Five-block radius effectively becomes no-go zone for conventional forces

Counter-Explosives Immunity: Traditional bomb disposal becomes impossible in her presence

Engagement Protocols

DO NOT ENGAGE in urban environments without Class-A clearance

Minimum Response Requirements:

  • Tinker 8+ support required for specialised containment

  • Shaker countermeasures mandatory

  • Minimum 6-block evacuation radius

  • Consider her potentially aware of all explosives in PRT/Protectorate equipment

Containment Recommendations

  • S-Class Containment Vehicle (confirmed as previously required)

  • Complete isolation from any explosive materials

  • Transport route must avoid all areas with potential explosive infrastructure

  • No explosive ordnance of any kind within 5-block radius during transport

Bakuda should now be considered a Priority One threat in any engagement involving explosives or urban containment. Use of non-explosive countermeasures is advised. Rapid-response long-range incapacitation (sniping, gas, teleporter-assisted strike) should be prioritised.

Strategic Notes

  • Second trigger significantly amplifies both existing capabilities and adds entirely new threat vectors

  • Combination of Tinker bomb creation + Shaker area control + Thinker explosive awareness creates unprecedented urban warfare capabilities

  • Standard explosive countermeasures (flashbangs, breaching charges, etc.) must be considered compromised in her presence

  • Recommend immediate review of all explosive-based containment and engagement protocols

Psychological Profile Update

  • Second trigger suggests extreme psychological stress related to loss of control and mobility

  • Increased likelihood of area-wide explosive threats as psychological compensation

  • Consider non-explosive tactical approaches exclusively

Denn Mael

If its ANYTHING that can be conceptuolized as "BOMB" and "Ordinance" then does this include ammunition, or presurized gas containers? Or is it like Taylor's "BUG" classification that covers Insects and Arachnids, but doesn't include other arthropods like lobsters and crabs?

Ravenaelwood

Yes, ammunition, gas containers, foam grenades, batteries, pressurized fluids, etc. If they store energy or can detonatein any other circumstances, they are bombs. Also, Taylor can control crabs and lobsters. It was shown in one of her first outings with Brian
