Wow I am impressed that you recognised him as Jez from gimme, gimme, gimme. I watched this episode so many times and thought how familiar his voice was, but I wouldn’t have ever recognised him.

Josh, I don't think he 'changed' his accent. He probably just has a natural English accent through growing up in England. If he grew up with Scottish parents that's probably why he can do a Scottish accent too.
