Isaac Hayes (Chef) was a Scientologist so was really appreciative of this episode, since Scientologists are against drugs/psychiatry. The dialogue at 11:15 sounds like he wrote it himself.

Eh I think Blame Canada is one of the more forgettable songs of the South Park movie. They kind of got screwed by not being able to submit the more vulgar songs to the Oscars.
