Ginyu can use his body change in any body he steals. He was able to use it while he was in the frog body, remember? However, his strength and power are limited by the body he steals. Recall that he stole Goku's body because it was (supposed to be) stronger than his own. However, because he wasn't used to Goku's body and how he had attained that level of power (complete synchronicity between body and mind) his power was severely limited in it. Since Bulma isn't a combatant, her fighting ability is very very low, and he can't do much with it other than walk and talk. He only stole her body so he could get out of the frog one.

Your gonna do what your gonna do bro, been down with whatever and still gonna ride but the only thing is with the old OG version, no one was literally complaining, yeah they wanted this version but it wasn't a fight in the comment section.. Everybody who wanted to see you watch DBZ were happy until this caused a problem.. from everyone being happy to see you react to now your always gonna have people complain.. this Music change divided everyone, I hate division when everyone could just be happy and enjoy. Great reactions like always but these last 2 DBZ episodes have been distracting not gonna lie and that's that I grew up watching this version. The Japanese didn't have rock tracks because that's not what was meant to be there
