A lot of Nazi officers fled Germany after WW2 and moved to Argentina to avoid prosecution. It is repeatedly implied that Dwight has Nazi relatives. The Shoah Foundation is a non-profit that focuses on recording and documenting witness testimonies and other historical records of the Holocaust. So Dwight went to visit his Uncle Mannheim (a very German name) in Argentina and the Shoah Foundation protested his travel visa.
