Tywin did give the order I'm sure, but Robert would of been cool with that anyways. I heard the slaughtered babies were wrapped in lannister cloaks and put before King Robert which Ned witnessed, hence his mercy to Cersei. I always didn't get Rhaegar raping Lyanna, there's no need to be romantic, make declarations to someone you just wanted to rape. No need to kidnap her either since hes the dragon and heir to the throne. Plus good trustworthy men who actually knew Rhaegar, only spoke good things about him. Lyanna died due to childbirth, no surgeons back then to stop bleeding. Same way Dany's mother died. Jon is like Rhaegar in many ways, including being skilled fighters but not enjoying killing and what they great at.

Oh okay, I was tired so maybe I was over thinking it!

No not at all, it makes sense to think it was Robert too. But i remember hearing it was Tywin, who betrayed mad king once granted entry, his army sacked the city & the mountain has always been a lapdog to the Lannisters, as u know.

Jack's World

I was just gonna say yeah no Tywin definitely did that & pretty sure he mentioned it in the history & lore too but Robert was tryna take out V&D in S1

I think there is something in the books that Barristan wouldn’t have joined Robert’s Kingsguard if he found out Robert had anything to do with the children’s death too.
