In reality Hush's plan would fail because he didn't factor the following: Poison Ivy's physiology essentially makes her immune to toxins or drugs like a filtering system, rendering Joker's toxin, Scarecrow's fear gas and in this case Hush's drug virtually useless. Harley Quinn's been exposed to enough chemicals when she was with the Joker and her time with Poison Ivy would also make her resistant to Hush's mind altering drug. Catwoman would've interacted with Zatanna enough times that at some point the magician would've placed a spell to either protect Selina's personality or restore it in the event someone like Hush were to try tampering with her via drugs or hypnosis. In short, the moment Hush gives them the shot, the effects would last for only a few moments before the Gotham City Sirens would suddenly turn on him as he didn't factor them either having a resistance or a contingency to counter his plans.
