I think the illegal part isn’t just that Rikki caught a fish, it’s that she was catching wild saltwater fish and selling them for money. That turns it from regular/recreational fishing into commercial collection, and you usually need permits/licences for that, especially with live marine/aquarium fish. Like you can fish for personal use under certain rules, but that doesn’t mean you can just grab random fish from the ocean and sell them to some guy who’s reselling them off a pier 😭 That’s basically black-market wildlife/pet trade stuff, which is why the episode treats it like smuggling.
