She was hurt by Lucifer, and then confronted by someone apparently baring their soul, proving they love and want her while she is vulnerable.

It doesn’t matter that she is or isn’t over Lucifer. In her head Lucifer is delusional ,doesn’t commit, only sees her as a coworker, and pushes her away anytime they get close. Also I imagine as a woman it’s really hard to actually say no during a proposal, that pressure is always there. A proposal doesn’t always indicate an immediate marriage it’s a sign of commitment which is one of things Chloe wants.
