Because of a particularly silly incident at the Battle of Lissa in 1866, (coincidentally also in the Mediterranean), ram bows had become all the rage amongst European navies in the late 19th century. So it wouldn't have been all that odd for a vessel to have a ram even in the 1890s - and it was because of increasingly fatal accidents like the HMS Victoria oopsie that they stopped using them.
