So when is 1.0 suppose to be released?

The Timekeeper

Last I saw, the plan is for Q3–Q4 of this year. Personally, I'd expect Q4 at the earliest; the Trello shows that 253 out of 315 current dragon/AI tasks are completed (so 62 tasks are unfinished at this time) and there are still some in-game mechanics stuff to do (questing, localization, weather, boss AI, etc.).

Can it affect dragons in flight too? Imagine using it against a group and they all plummet like flies

you got the convulse part, just need the collapse part

The Timekeeper

Eh . . . As an immediate need, no. Collapsing after electrocution isn't guaranteed IRL and doesn't add anything urgent to ground combat (air combat is a different matter—forcing an enemy to tumble to a lower altitude has immediate strategic/tactical value, especially if the blitz has allies waiting there). An upright dragon being stunned can be easily biled to death by blitz-allied dragons, at which point the collapse would occur anyway. Also, the blitz is faster than the SS in straight-line flight (and the SS is faster than the remaining combat dragons), so it's not necessary for an enemy dragon to collapse just so the blitz has time to make an escape; triggering the stun animation (which lasts about three seconds) and then taking off would give an adequate head start. Having said that, I'm not completely against a collapse animation—an RNG collapse that added two or three seconds of vulnerability would actually be an interesting risk to take for anyone targeting a blitz—I just don't think it's important enough to bother with for now.

I think it looks great
