When it comes to who 'runs' the military in any of the branches, the '2nd tier' of generals and admirals have their hands on the controls, make the plans and execute them. The ranking is hieracrchical, of course, with a few 4 star general officers who are more 'political' than practical. When Putin shuffles, fires or pushes 4 star generals out the window, the effect on the military is minimal as these high ranks are, in Putin's Unidirectional Management system, mere messengers and visual icons for press and propaganda. But three star and below are the ones in charge, coordinating actual plans, making budgets, organizing improvements and new weapons systems, reacting to losses and taking advantage of wins. They are the chess masters who actually move the pieces. When you examine the Generals killed recently they are 3 star ranks, both closely connected to decisions made in targeting and attacks in Ukraine -- the men who decided to send rockets into apartment buildings. In Ukraine, the generals and their staffs who are targeted are again high rank, but in charge of large units of men and machines, divisions and Corps, Expeditionary Commands. The worst are targeted first for using cruise missiles and glide bombs, massive drone attacks on civilians, allowing soldiers to run wild, take no prisoners. A second criteria on who to eliminate on the Russian side are those in the second tier who are actually competent and therefore dangerous to Urkaine. This targeting is the opposite to Russia's meat wave attacks and use of the same tactics over and over again until some slight change in the front lines is accomplished. In the end its the Best of Ukraine vs the Worst of Russia.
