Yes, the unwritten contract is broken. It turns out the critics of Ukraine's strategy of hitting refineries had more than curtailing fuel girls the Frontline military in mind. Namely, the "hearts & minds" strategy of bringing the war home to the Russian people, so many of whom were content to let it go on as long as it didn't impact their daily lives.
