It's all starting to come together.... but I'm still not convinced fully.

I'm still waiting for his possible motives. Sure he's a small cute otter and no one would suspect him, but if paranoia ran high enough he would very soon suffer discrimination, especially as a business owner with potentially 90% of his customers boycotting him and risk to property like stones through windows or even Molotovs and gun fire.
