I hate myself for knowing this. I'm not a furry (but my son is). But it depends on the level of anthropomorthization. If the forelegs are structured like human arms and have hands, it's that first image. If the being in question is fully quadruped (never walks upright), you never really need pants anyway. So that first one is always your best bet.
