You can tell Luffy also noticed the people had no ill intention when he asked Hajrudin to let him go He was curious about their pursuit while they emitted no form of hatred or resentment. If you look closely in the previous episodes when the crowd are discussing Kyros being a prince or whatever, you can see an old man turn around and smiling. He knew it was all part of the lie. I love that detail. Also it fits with what happened between Kyros and Scarlet as you guys mentioned there was no real politics or blood purity issues associated with their wedding(Besides them living into hiding) and here it's the same. This is a country of passion after all.

We did not learn that. We do not know much about any of the emperors crews. Kaido's was talked about slightly in punk hazard but thats all we really know.

(Ep 624/Chapter 698) Law's line refers to ''most great pirates'' which doesn't necessarily imply ALL Emperors so the situation regarding Shanks's crew and fleet at this point of the story is still up in the air.
