Doflamingo and Tsuru is such a lowkey great background dynamic All the way back in Jaya when he was summoned for the warlords meeting she was the one scolding him about his puppeteering of two other marine officers. She's been the main one chasing him over the years as seen in the Corazon/Law flashback and here at the end she just shuts him down with his rambling about what ifs. Still wants his opinion on the incoming future tho, she knows he's not clueless.

Back in Episode 151 (if you can remember that far back), also when Doflaming claimed he was "bored" because business was too good. Sengoku’s reply was that "nothing is more unsettling than a booming pirate business"; which finally makes sense. Doflamingo was the linchpin holding the New World’s power balance together; now that his empire has fallen, the chaos is inevitable. Oda hinted at this power dynamic so early that it’s clear Doflamingo’s downfall was always the intended trigger for overcoming the new world.
