FYI the information below is answers to questions people send letters to Oda about and he answers them in a column whenever a Volume is released: The World Military Draft was basically an event that the Government (which I assume was a direct result of the Marineford war) to increase their Military strength since a lot of soldiers died, Aokiji leaving, Garp and Sengoku resigning, etc. they needed to find replacements. As a result of this draft they replaced Aokiji and Akainu(since he is now the Fleet Admiral) with Fujitora and one more person you haven't seen yet.

According to Oda, Fujitora was basically a war criminal who lost a lot of money gambling and ended up working as a bodyguard until the government "bought" him for a large sum of money.
