Welcome to Valwind Heights! This is a small urban campaign setting, based entirely in one floating city. The PDF contains all the lore and setting information needed to run an adventure here, with stores, taverns, NPCs, corrupt local officials, and warring criminal gangs!

This is the setting for Blood & Silk, a detailed adventure for players between Levels 1 and 6.

Even if you don't want to run the adventure, Valwind Heights should still be a useful resource: it's essentially a second Tome of Towns, with prewritten stores, NPCs, and urban landmarks which can all be slotted into any city in your own setting.
