Why is Combined Arms so difficult?

Why is Combined Arms Warfare (CAW) so difficult? For this I talk to the officer and historian Lieutenant Colonel Dr. Tom Simoens from the Royal Military Academy in Brussels. Be aware that the views expressed in this interview don’t represent the views of the Belgian Armed Forces. "Difficult" should be capitalized

If I listen to his elaboration on mission command it makes me think: can one say that NATO-doctrine has eventually taken over (leaving aside the question of why) at least some doctrinal elements of the Heer of the Wehrmacht while the Red Army did not?
