I think that the other big option that this raises is the provision of Ripsaws for Ukraine. Since they AREN'T current military hardware, they ARE current production with mostly off the shelf civilian parts, unarmed civilian versions ARE available to anyone with the cash and the makers (inventors and Textron) are both trying to find customers and/or get publicity, that might be a simple buyer/seller relationship that the US Gov't just has to approve vs a formal transfer from a military.
