This—in The Business—is known as "cheap heat" in which a Heel Wrestler provokes the audience with needlessly shabby behavior meant to be as vile as possible with minimal effort.  Real heat or "white hot heat" takes much more to accomplish.

Racism, Sexism, Ableism (to name a few) are—of course—excellent sources of cheap heat and Roderick George Toombs AKA Rowdy Roddy Piper is still regarded as the master of this (which explains the number of times he was stabbed and shot at.)

Cheap Heat isn't a thing at ATW.
