Re: Santiago, it is believed that Gus Fring took part/was a general in Pinochet's dictatorship. Hector even calls him a generalissimo when he shot Max (his partner). And Eladio tells him that he's not in Chile anymore basically alluding that any connections or power he had there is no longer relevant. So, he likely was responsible for multiple human rights abuses during that period.
