Gus is playing a dangerous game with the cartel. he is cold and calculating. Remember the flashback to the twins when they were kids and uncle Hector Salamanca was on the phone with someone, discussing Gus? That is when Hector was against working with Gus, and dismissively called him Generalissmo. Either Gus or his father or probably both, were high up members of the Pinochet regime in Chile, which was a tyrranical government. That regime was overthrown in 1989, and Gus disappeared from Chile. Gus has some connections to some very nasty people, even more nasty than the Mexican cartels. That is why Gus could arrange hits on the Mexican cartel, and took out Juan Bolso and his men. Juan and Gus were equals in rank, while Juan controlled south of the border, Gus controlled north of the border.
