He Wanted (Note this is sorta my own spin to it) To become closer to Kaguya, but because Kaguya could only be the closest with God, He saught to become her God or at the very least replicated her God to show he is no God. They were perhaps friends even childhood lovers before Kaguya made the vow of chasity to her God when she came of age
