Main theory with shanks is that he was trying to find ace to give it to - (If he knew about ace and wherehe was) - then luffy ate it, so he gave luffy a chance with that promiseto spur him on, my fave backing for this theory is vegapunk stating that zoan DF's " have a mind of their own", and that the gorosei always wanted it but it eluded them all these years "as if it is avoiding us" as they said- makes me think of the merry where it was never shown to do anything crazy physically but it was obviously sailing on its own. Unsure if shanks knows this about zoans, or if seeing it was luffy that ate it and interacting him with, went with the flow and trusted it.

Another way to look at that Shanks scene is that he was just surprised that the fruit chose Luffy because he thought it would be Ace. Which would make sense for him to think with it being Roger’s son. Zoan fruits have a will of their own so the fruit choosing Luffy would shock him because it’s also Garp’s grandson And remember Shanks told Rayleigh about Luffy before he ever set out to sea so he’s been believing in him before he even had any feats or a bounty to speak of
