Notice that Cid doesn't put on his Shadow persona when alone with Delta. She doesn't understand anything complicated or subtle so he doesn't bother trying to act cool or mysterious around her and is basically just his normal self. And if she did mention his behavior to the other Shadow Garden members they'd just assume she's being dense or not understanding Shadow's actions. She is best girl.
