The "coded message" they cracked was just a bunch of random notes Cid wrote down in Japanese (a language that doesn't exist in this world) and gave it to them to look cool and mysterious, it was never meant to be a message at all. But the girls "decoded" it in a way that it gave them the exact information they needed. This lead them to where he hid the gold, which he never planned to get in the fist place (fox lady did all that, Cid just wanted to photocopy some money). Cid didn't know they found it so he blames Gettan for it. Also, Cid was the one who blinded Gettan in the first place when he was playing "stylish bandit slayer" when he was younger, and triggered Gettan's crazy thirst for power. Also, Cid just told Delta to go after some randomly named villain he made up on the spot to get her to go away, but she actually found a evil boss by that name and took him down. He also uses kid talk with Delta "hush hush secret mission" because she's the only one he talks to normally but none of the other girls believe Shadow would talk that way heh. As usual, Cid is basically a walking Deus Ex Machina who has no idea what he's doing.
