you know, I should question why Team Rocket owns a fleet of blimps, but it's probably one of the less weird things they have, Giovanni did have his giant Jurassic park like robot Pokemon land a while ago, he also has a full science division, and in the games basically has full control over all gambling spots and slot machines in Kanto.
