I think the chairman came up with this plan of having the boys fight Shoot and Knuckle. Because he was aware of their incongruous personalities towards this type of mission. Knuckle sympathizes with his opponent too easily and Shoot is a coward. Neither of which is ideal when you're going on a search and destroy mission like this. Instead of outright telling them they couldn't come he set them up to help cultivate the talents. Of two fighters that had the potential of turning the course of the battle. He's stated before that he's very interested to see them achieve their potential. Like back when he played keepaway with them during the Hunter Exam.
