I think you got the point that the attack on Rolo was planned by Lelouch so he could save him and pretend to care. But the other thing I'm not sure you saw is the Chinese leader in that embassy was mind controlled by Lelouch. He has small eyes so its hard to tell but he had red rings. Its the reason the black knights were allowed in. Its also why the military leader killed him as a traitor. It wasn't from china he was given command to help Lelouch and then he revealed more when he said screw the chinese emperoress I serve Zero. Lelouch is using the Chinese.

Brolo is a child who has never known family and has been trained and used as a tool for assassination most of his life. It's amazing to see Lelouch the master manipulator use this fact to his advantage, to bring the brolo under his thumb so completely. Poor Gilford, he didn't get his duel to avenge Cornelia.
