You probably already found this out already, but this episode was an OVA and the real final episode was 'episode 23'.

This OVA was released about 2 months after 23 aired. Chronologically this OVA took place around halfway through Steins;Gate 0. If you're confused about anything still then just refer to my comments in the last episode or just hit me up here or in a PM. Glad you got to experience Steins;Gate! :D

Yeah, just to echo everyone here, this took place before the whole operation to save the world. I think that's why Okabe is still his different mild self and nobody's talking about the time machine. It's also why Professor Leskinen keeps on acting like an innocent goofball. It's pretty much a Valentine's Day special.
