Rika is from Kobe a city most known for its world famous Kobe beef and the 6.9 Earthquake it suffered in 1995. It is also one of a few cities that speak what is known as the Kansai dialect of Japanese. This accent is usually dubbed as being Texan/Southern or New York or Boston accent. People from Kansai are stereotypically viewed as stupid, rude and brash. Hence why someone like Rika would hide her accent while living in Tokyo. Where people speak the Tokyo dialect which carries with it the same weight as Parisian French. Starting out as the language of the capital before becoming the official dialect everyone speaks.
