To answer your question about Yukio's age, I believe she's a senior in High School. Though both physically and mentally she's very mature for her age. Also the Washimine must really be in decline and short on manpower to employ someone like Chaka. The man lacks respect, which is a big deal in the Yakuza. You don't answer a phone call during a meeting, you don't talk during a meeting, unless you're spoken to and you certainly don't beat up a guest. Like Balalaika said, an officer that can't keep his men in line and a soldier that can't follow orders. They're easy prey for the likes of Hotel Moscow.
