Its kinda debatable how strong Ulti is, shes hard to gauge when the only people shes fought is Yamato who didn't want anything to do with her and Nami and Usopp who aren't really on level. Dunno if she could solo an Emperor but shes up there among the powerhouses in this fight

I'd argue she and Page One are the newest members as well as the weakest of the Tobi Roppo. I don't think it ever really ranks them on an official capacity and I only speculate this as they both appear to be the youngest members. I think Sasaki, Maria, and Who's Who were the first though.

I would highly disagree, Ulti seems stronger than most other Tobi Roppo members, Page One maybe not so much but shes definitely up there. Being caught up makes me think so even more

I would rank it as follows: - X Drake - Who’s Who - Ulti - Sasaki - Black Maria - Page One Ulti almost made Luffy pull out Gear 4th, so that’s reasonable to place her up there.

I think X-Drake and Who's Who would be neck and neck. I know he only got the one over on Drake since he, Queen, and Hawkins had a pre-emptive plot against Drake, but in a 1v1 I'd say it'd be a toss up. My thing with Ulti is that she's hot-headed, less disciplined, and easily provoked. Sasaki and Black Maria are more composed and collected, so I'd imagine they would win vs Ulti off of experience as opposed to sheer raw power that Ulti has. Otherwise I agree with your line-up minus Ulti.
