The thing about Palpatine that I hate is how everything is in his favor. This plants the seeds for the plan that he has in the future of the series.

The reason I believe you didn't believe it was the two crooked councilors was because it was too obvious. A few of the mystery stuff like games and anime I've watched liked to put in a suspect that is too obvious, like they make them a bitch or a dickhead and are there to make you think they're the killer, but the thing is the story tries so hard to make you think they're the killer that you realize it's too obvious. I believe their called the "Red Herring." or something like that. The second I saw the crying Rodian after his death I figured it was her. Of course, in hindsight I should have figured it was her since... ya know, you put her name in the title.

I vaguely remember this episode as a kid. I always skipped these small arcs on rewatch. It just blew my mind that someone so trust worthy becomes the traitor. The disturbing thing is the corruption gets worse than this episode.
