Should the Civil Draft Expansion have 2 playable decks in the Starter Pack again? (Patreon)

The starter pack for Civil Draft contained 2 playing decks so that 2 people could play against each other (plus 2 booshter packs to expand those decks), keeping with the same number of total cards (50) would you like to see 2 playable decks in the expansion's starter pack or would you prefer 1 playable deck and then a supplies kit filled with extra materials and items etc to make it easier to create multiple decks yourself? There were several shouts for more materials last time, but I don't really want to add these to packs as they're not the most fun thing to pack!!
