The number of tanks in play isn't balanced sure, but per the rules its fair. The rules allow up to 20 tanks per side. Just because you don't have 20 tanks, doesn't mean the other team should be forced to match you. Yes, the Hetzer is a German tank of the Tank Destroyer class. It was common for many tank destroyers to have a fixed gun mount. Instead of having a rotating turret, these TDs simply have a large super structure with a gun that is either completely fixed in place, or has only a few degrees of movement in either direction. What it lacks in aiming range, it makes up for in sheer frontal armor. Now of course, there are also many TDs that do have a normal rotating turret, but...
