In the manga, in the scene where she is with her parents in season one, her mom is actually giving her the tattoo, but they changed it in the anime to embroidery because I think tattoos are looked down upon in Japanese culture? Maybe? Regardless, with the new animation studio, they changed it back to a tattoo. So it's a little confusing.

They can't just not hand the titan onto the next person and let it "die out" because when that happens a random eldian child inherits the power and yes they can turn into a titan
