Somewhat tacky but a mostly friendly guy, most people would dismiss the man as an out of touch old dolt who enjoys party tricks. Still, he's close confidants with his employer, the enigmatic Doctor Rain, so Dee must be sitting on a few dark secrets....

I don't have many personal notes about this guy tbh i just love old men. I need to put in more work on his tattoo as there are a few details about it that need to be more fleshed out (the stack of gambling chips and the fact that the number 7 appears seven times. I might add another one as well according to my tastes, but tattoos are hard so im not betting on it :x
