It depends on which class you look at. We also are not privy to what the Agarat's second class or total level was. Its total level could have been considerably higher than Salvos'.

That doesn't work. The system is consistent. If the Agarat were more than 20 levels above Salvos in its calculation, it wouldn't have said 10. It would have gone with a higher number. This is just a case of mistaken math.
